NOTICE OF VIOLATION AND NRC INSPECTION REPORT
NO. 50-331/97017(DRP)
Dear Mr. Franz:
On December 22,1997, the NRC completed a routine safety inspection at your Duane Amold
Energy Center (DAEC) facility. The enclosed report presents the results of that inspection.
During this 6-week inspection period, your conduct of activities at the DAEC facility was
characterized by a safe and conservative approach. Emergent equipment issues were promptly
resolved, with good involvement among different departments.
We are concemed, however, about one violation of NRC requirements that was identified. Tne
NRC inspectors identified inadequate implementation of the Respiratory Protection Program,
resuhing in the expiration of several individual qualifications for wearing respiratory protection -
- equipment. - This included control room operators who were designated by the program as
- requiring respiratory protection qualification.
- This violation is cited in the enclosed Notice of Violation (Notice), and the circumstances
surrounding the violation are described in detail in the enclosed report. Please note that you are
required to respond to this letter and should follow the instructions specified in the enclosed
- Notice when preparing your response. The NRC will use your respor.se, in part, to determine

whether further enforcement action is necessary to ensure compliance with regulatory
requirements.
