SUBJECT: NRC INSPECTION REPORT 50 361/97 27; 50 362/97 27 AND NOTICE OF
VIOLATION
Dear Mr. Ray:
An NRC inspection was conducted December 2'ii1997, through January 31,1998, at your
San Onofre Nuclear Generating Station. Units 2 and 3 reactor facilities. The enclosed report
presents the scope and results of that inspection.
During the 6 week period covered by this inspection, yoJr Conduct of activities at the
San Onofre facilities was generally characterized by safety conscious operation, sound
engineering snd maintenance practices, and careful radiological work controls.
One violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding this violation are described in detailin the enclosed report. The violation involved
your failure to maintain the plant configuration of equipment in the Unit 2 containment building
in accordance with your seismic program procedures. Please note that you are required to
respond to this letter and should fotbw the instructions specified in the enclosed Notice when
preparing your response. The NRC will use your response, in part, to c'etermine wh6ther
further enforcement action is necessary to ensure compliance with regulatory requirements.
in accordance with 10 CFR Part 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosures, and your response will be placed in the NRC Public Document Room (PDR). To
the extent possible, your response should not include any personal privacy, proprietary, or
safeguards information so that it can be placed in the PDR without redaction.
