SUBJECT: NRC ROUTINE RADIATION PROTECTION INSPECTION REPORTS

50 295/98003(DRS); 50-304/98003(DRS) AND NOTICE OF VIOLATION

Dear Mr. Kingsley:

On January 23,1998, the NRC completed an Inspection at your Zion Generating Station, Units

1 and 2, The purpose of this inspection was to review your radiation protection program. The

enclosed report presents the results of that inspection.

The inspection was an examination of activities conducted under your license as they relate to

radiation safety and to compliance with the Commission's rules and regulations and with the

conditions of your license. The inspection consisted of a selective examination of procedures

and representative records, observations, and Interviews with personnel. Specifically, the

inspection focussed on your radioactive material and waste shipping program and a follow-up of

l previous inspection findings.

Your staff implemented several improvements to the radioactive material and waste shipping

program. Procedures were extensively revised and upgraded, and the radiation protection staff

restructured the training and n,ualification programs. The staff also properly prepared and

packag?d radioactive shipments. However, we identified some problems concerning attention

to detail in shipping document preparation and timely resolution of inconsistencies in waste

stream sample results, which were acknowledged by your staff.

We are also concemed about two examples of a violation of NRC requirements identified during

this inspection. The first example of the violation concerns the failure to properly implement a

calibration procedure for a personnel contamination monitor, The second example concems

the failure of two security officers to properly survey material which was removed from a

radiologically posted area and was later determined to be contaminated. Collectively, these

examples indicated independent failures of the contamination control and radioactive material

control programs. We ere concemed that corrective actions for previous radioactive material

control problems were not effective in ~ eventing these examples.

This violation is cited in the enclosed Notice of Violation, and the circumstances surrounding the

violation are described in detailin the enclosed report. Please note that you are required to
