Dear Mr. Martin:

Special Report on Inoperability of Fire Barrier The Omaha Public Power District, holder of Operating License DPR 40, submits this special report pursuant to the requirements of Fort Calhoun Station Unit No. 1 Technical Specification Section 2.19, " Fire Protection System".

Fort Calhoun Station Unit No.1 Technical Specification 2.19(7) requires that all penetration fire barriers protecting safety-related areas shall be functional (intact). With a penetration fire barrier nonfunctional, within one heur, either a continuous firewatch must be established on at least one side of the affected penetration, or the operability of fire detectors on at least one side of the penetration must be verified and an hourly firewatch patrol established. If 'the nonfunctional penetration is not restored to functional status within seven days, a report must be prepared and submitted within an additional 30 days to the Nuclear Regulatory Commission. This report is being submitted pursuant to Technical Specification 5.9.3.

j On May 25, 1986, the fire barrier separating fire areas 36A and 36B was rendered inoperable by openina some of the steel roll-up doors to compensate I for a failed switchgear air conditioning unit to fire area 36A (east switchgear room). An hourly firewatch patrol was established for the fire areas affected. Maintenance Order 862041 was issued to repair the air conditioning unit, however, the repairs were not completed within seven days. The repair work was completed by June 9, 1986; 15 days after the initial inoperability of the fire barrier. The roll-up doors were closed and the fire barrier returned to operable status. .
