r 1 ENCLOSURE 1 NOTICE OF VIOLATION Carolina Power and Light Company Docket No. 50-324 Brunswick 2 License No. DPR-62 During the Nuclear Regulatory Commission (NRC) inspection conducted on May 1-31, 1986, a violation of NRC requirements was identified. The violation involved failure to maintain a diesel generator service water valve breaker in the correct position. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:

Technical Specification 6.8.1.a requires the licensee to implement procedures recommended in Appendix "A" of Regulatory Guide 1.33, November 1972. Item D.17 of the guide specifies that procedures fcr the start-up and operation of the Service Water System are required. Equipment control procedure 01-13 step 4.6.1 requires all breakers be maintained in position required for the Operating Procedure (0P) electrical lineup. Diesel Generator Operating Procedure, OP-39, Rev. 27, established the normal position for rervice water valve 2-SW-V255 motor operator breaker. OP-39, attachment 8, page 3, the electrical lineup pre-startup checklist, requires valve 2-SW-V/55 breaker to be closed.

Contrary to the above, Technical Specificaiton 6.8.1.a was not implemented in that, on March 20, 1986, the breaker for 2-SW-V255 was not maintained closed.

This is a Severity Level V violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light Company is hereby required to submit to this office within thirty days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including (for each violation): (1) admission or denial of the violation,(2) the reasons for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
