SUBJECT:
NRC INSPECTION REPORT 50 498/97 25; 50-499/97 25 AND NOTICE OF
VIOLATION
Dear Mr. Cottle:
An NRC inspection was conducted November 3 7,1997, at your South Texas Project Electric
Generating Station, Units 1 and 2 reactor facilities. The enclosed report presents the t, cope and
results of that inspection.
Thei physical security program areas examined during the intpection are identified in the report.
Within these areas, the inspection consisted of selective examinations of procedures and
representative tccords, intstviews with personnel, and observallon of activities in progress, in
addition, the inspection included performance based testing of protected area detection aids,
access control equipment, and assessment aids.
Based on the results of this inspection, the NRC has detemiined that a vlotation of NRC
requirements occurred. The violation is cited in the enclosed Noticejof Violation (Notice) and the
circums'ances surrounding this violation are described in detailin (fie enclosed report. The NRC
has concluded that information regarding the reason for the violation, the corrective actions taken
and planned to correct the violation and prevent recurrence is already adequately addressed on
the docket in the inspection report. Therefore, you are not required to respond to this letter
unless the description therein does not accurately reflect your corrective actions or your position.
in that case, or if you choose to provide additional information, you should follow the instructions
specified in the enclosed Notice.
The material enclosed hemwith contains Safeguards Information as definted by 10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the
Atomic Energy Act of 1954, as amended. Therefore, the material will nQ1 be placed in the Public
Document Room.
