DOCKET N0s. 50 445 AND 50 446 SUBHITTAL OF CHANGES TO TECHNICAL SPECIFICATIONS BASES Gentleren:

The purpose of this letter is to transmit the attached approved changes to the Bases section of the CPSES Unit 1 and Unit 2 Technical Specifications (TS).

These. changes revise the TS Bases discussion of surveillance 4.7.1.5 to: 1) delete the implication that the Main Steam Isolation Valves (MSIVs) should not be partial stroke tested at power: 2) clarify that MSIV full stroke testing is " allowed" rather than " required" to be conducted in Mode 3; and 3) delete a sentence which indicated that an exemption to ASHE Section XI is required if full stroke testing is not performed at power. TV Electric has determined via the 10CFR50.59 process that these changes do not involve an unreviewed safety question. The changes have been incorporated in the CPSES Technical Specifications,-

The attachment includes a detailed description and a marked up copy of the affected Technical Specification Bases (NUREG-1468 through Amendment 56/42).

TU Electric requests that the NRC incorporate these changes in a future license amendment. These changes are applicable for both CPSES Units 1 and 2.
