CONFIRMATION ACTION LElTER (CAL NO. 2-97-001) CLOSURE
Dear Mr. Anderson:
This htter is in: response to your letter dated January 24.-1998, requesting-3ermission to restart Crystal River 3.
Your letter notified the NRC that you lave completed action items contained in CAL-No. 2-97-001, dated March 4, 1997, which were necessary to be completed prior to restart of
- Crystal River 3.
The NRC staff has reviewed your letter and provided a p
summary of our assessment on each CAL item as follows:
1)
To' resolve the eight design issues delineated in FPC's October 28.
1996 letter to NRC:-
The NRC staff has conducted inspections -on the eight design issues. and-the findings were documented.in NRC Inspection Reports.
Based on results of the inspections. we conclude that l
FPC has met the committed design resolutions necessary for restart.
This CAL item -is closed.

=To complete extent of condition reviews to assure com)11ance of -
i safety-related structures, systems and components wit 1 the CR-3 licensing and design basis:
' FPC has conducted comprehensive extent -of. condition reviews. As a result of these reviews. numerous Licensee Event-Reports (LERs) l "were submitted for NRC to review. The NRC staff has completed a review of these LERs. and the findings were documented in monthly NRC' Integrated Inspection Reports and in NRC Special Inspection Report No. 50-302/97-21.
Based on results of the inspections, we conclude that.FPC has adequately completed extent of condition reviews. This CAL item is closed.
3)
To resolve any safety or licensing issues resulting from the
-extent'of condition reviews:
Facility modifications to address restart issues identified as a result of FPC's extent of condition reviews were completed.
License amendment requests were submitted for NRC review as 98020902539801$O

The NRC staff has conducted inspections of these modifications, and the findings were documented in monthly NRC Integrated Inspection Reports.
The NRC staff has completed a review of the submittals necessary for restart and issued license amendments as appropriate.
Therefore. this CAL item is closed.
4)
To meet with NRC to dieuss FPC's acceptance criteria for and achievement of satisfactory progress on Handgeniteril. Corrective Action Plan (MCAP) actions:
FPC has completed the MCAP II items required for plant startup.
The MCAP 11 focused on improvement of the fiw key performance areas. The NRC staff has conducted inspections in these areas and-our findings were documented in NRC Integrated Inspection Reports.
Additionally. FPC has met with the staff several times to brief on the status and progress of MCAP II. The last such meeting was held January 12. 1998.
Based on these actions, this CAL item is closed.
5)
To obtain concurrence of the Region II Administrator prior to entering Mode 2.
a You requested such concurrence in your letter of January 24. 1998.
Based on the results of our assessments and as requested in your letter of January 24. 1998, the staff finds the issues identified in the CAL have been satisfactorily addressed.
It is our understanding that FPC will confer with the NRC before ]roceeding above the 50 percent and 90 percent power plateaus.
Accordingly, CA_ No. 2-97-001 is hereby considered closed, and you are authorized to restart Crystal River 3 in accordance with your license.
