HOPE CREEK EXAMINATION DELAY
Dear Mr. Keiser:
1 The purpose of this letter is to inform you of the Region I staff's decision to delay the administration of the initiallicensed operator examinations at Hope Creek, currently scheduled for the week of February 9,1998. The Region I staff reached this decision as a result of an acceptance review of the proposed examination materials submitted by your staff on January 6,1998 ar'd revised on January 20 22,1998. Our review, conducted using Revision 8 of NUREG 1021," Operating Licensing Examinetion Standards for Power Reactors," as a guide, determined that significant deficiencies existed in all parts of the -
examination.
The simulator scenarios were deficiant because they lackod sufficient depth to properly assess applicant performance against the required competencies, as well as details regarding the actions expected of the applicants. The written examination contained many examples of implausible distractors, multiple correct answers, improper matching of questions to the knowledge and abilities catalogue and poorly constructed questions. As a result, the written examination was judged to be inadequate to discriminate safe applicants. The Job Performanco Measure (JPM) follow up cuestions and the administrative sec:lon of the examination consisted of direct look up or simple memory questions which were not appropriate for an open reference examination. In addition, some of the tasks selected for the JPMs were not assigned to the appropriate safety function which resulted in an operating examination that did not sample all of the required areas. Some of the JPMs lacked sufficient standards of performance to reliably assess applicant performance. The Region I staff discussed, in detail, each of the above items with members of your staff on January 26-27,1998.

Our next available opportunity to conduct initial license examinations at your facility is the week of February 23,1998. This date will require that a final examination that meets the guidance of NUREG 1021 be submitted to the Region ? office no later than February 9,1998, if your staff cannot supply an acceptable examination by February 9,1998, we may have to delay these applicants until your next scheduled examination the week of August 10,1998.
