1.0 INTRODUCTION
By letter dated February 25, 1986, the Boston Edison Company (licensee) proposed changes in the Pilgrim Technical Specifications (TS) to update the references to American Society of Testing and Materials (ASTM) standards for diesel fuel oil. The references are cited in TS Section 4.9.A.1.e relative to surveillance of diesel generators and in Section 4.12.B.2.b relative to surveillance of the fire pump diesel engine.
2.0 EVALUATION Specification 4.9.A.1.e presently requires that "once a month a sample of diesel fuel shall be checked for quality in accordance with ASTM D270-1975. The quality shall be within the acceptable limits specified in Table 1 of ASTM D975-77 and logged."
Specification 4.12.B.2.b presently requires verification at least once per 3 months "that a sample of diesel fuel from the fuel storane tank, obtained in accordance with ASTM D270-65, is within the acceptable limits soecified in Table 1 of ASTM D975-74 with respect to viscosity, water content, and

sediment."
All of the ASTM standards referenced above have been discontinued and replaced by newer standard references, as follows:
- 1. D270-65 and D270-1975 have been superseded by D4057-81 and D4177-82 which do not change the standards themselves except to make one applicable to manual sampling and the other to automatic sampling.
The licensee presently obtains the samples manually but may elect to obtain some or all of them automatically.
- 2. D975-74 and D975-77 have been superseded by D975-81 which does not change the acceptable limits for quality in Table 1 as they are observed at Pilgrim. (For kinematic measurement of viscosity, the limits in D975-81 are slightly different; however, Pilgrim measures viscosity in Saybolt units which are unchanged).
We have reviewed the proposed TS changas and have verified that no substantive effects on the diesel fuel oil surveillance requirements for Pilgrim Station are involved. Therefore, the proposed changes are acceotable.

3.0 ENVIRONMENTAL CONSIDERATION
This amendment involves a change to a requirement with respect to the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20. The staff has determined that the amend-ment involves no significant increase in the amounts, and no significant change in the types, of any effl.uents that may be released offsite and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public comment on such finding. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b) no environmental impact statement nor environmental assessment need be prepared in connection with the issuance of this amendment.
4.0 CONCLUSION
The staff has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security nor to the health and safety of the public.
