SUBJECT: SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)
REPORT 50-313/98-99; 50-368/98-99
Dear Mr. Hutchi.'ssn:
Enclosed for your review is the SALP report for the Arkansas Nuclear One Station (ANO) for the
period of July 7,1996, through January 3,1998. A meeting to discuss this report with you and
your staff is scheduled for 11 a.m, on March 4,1998, at the Reeves E. Ritchie Training Facility in
Russellville, Arkansas.
During this meeting, you are encouraged and expected to candidly comment on our report.
Although this meeting is a forum between Elitergy Operations, Inc., and the NRC, it will be open
to observation by members of the public and other interested parties.
In accordance with NRC policy, I have reviewed the recommendations of the SALP Board and
concur with the ratings and the views. The functional areas of operations, maintenance, and
plant support were rated as Category 1, indicating superior safety performance. The
engineering area was rated as Category 2, reflecting good safety performance. These SALP
ratings recognize continued strong performance in the operations and plant support areas,
- mproved performance in the maintenance area, and a decline in the engineering area from its
previously superior performanca rating.
Performance in the plant operations area continued to be superior. Management involvement
and support, coupled with superior operating practices and highly skilled operators, contributed
to the safe operation of the facility. Operations Department management and operating crews
demonstrated a good questioning attitude and conducted activities in a manner which focused
on safety.
In the maintenance area, safety performance improved to a superior level because of the high
quality of maintenance and surveillance implementation, as well as continuing improvements to '
plant material condition.
The overall performance in the engineering area was good. Engineering effectively responded
to a number of complex issues during this period with comprehensive, well founded plans ar d
actions, and consistently provided strong support to operations and maintenance. However, an
increase in the number and significance of engineering performance deficiencies warrants
increased attention.

' Overall performance in the piant support area remained superior. The reduction in plant source

- Self-assessment at the facility was a strength. : In general, corrective actions were effective and
comprehensive. One notable exception was the ineffective _ identification and correction of a
reactor coolant pump lubricating oil leak, ultimately resulting in a fire inside the containment,
