Subject: Inspection Report No. 50-443/86-28 -

This refers to the routine safety inspection conducted by Mr. N. Blumberg of

this office on May 12-22, 1986 at Seabrook Station, Unit 1, Seabrook, New Hamp-

shire, of activities authorized by NRC License No. CPPR-135 and to the discus-

sions of our findings held by Mr. Blumberg with Mr. L. Walsh and other members

of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I Inspec-

tion Report which is enclosed with this letter. Within these areas, the inspec-

tion consisted of selective examinations of procedures and representative re-

cords, interviews with personnel, and observations by the inspector.

Within the scope of this inspection, no violations were observed. However we

are concerned regarding the preparation, review, and approval of certain station

procedures. Several items which were previously identified in April, 1986 (re-

port no. 50-443/86-09) were not yet implemented. These are described in para-

graph 3.3 of the attached report and include review of alarm response procedures,

review of daily and shift surveillance logs, and independent verification.

Also paragraph 5.2 of the attached report describes technical errors in certain

reactor engineering surveillance procedures. Please ensure that adequate

management oversight is being provided for these areas.

No reply to this letter is required. Your cooperation with us in this matter

is appreciated.
