COMMONWEALTH EDISON COMPANY ZION NUCLEAR POWER STATION, UNITS 1 AND 2 i DOCKET NOS. 50-295 AND 50-304 I. BACKGROUND In order to satisfy the NRC requirements concerning the Safety Parameter Display System (SPDS), Commonwealth Edison Company submitted a Safety Analysis Report by letter dated January 20, 1984. This report provided a description and a safety analysis of the SPDS at Zion Generating Station Units 1 and 2.

This report did not address the requirement that the SPDS must be isolated from equipment and sensors that are used in safety systems to prevent electrical and electronic interference. On June 1, 1984, a request for

additional information which included specific questions on these isolators

! was sent to the licensee. The requested information was received by letter dated September 7, 1984. EICSB held a telephone conference with the licensee on January 14, 1984, and again on January 22, 1986. These telephone conferences clarified the submittal forwarded by the licensee.

Our evaluation addresses the qualification and documentation of the isolators as acceptable interface devices between the Class IE safety-related instrumetation systems and the SPDS.

II. DISCUSSION AND EVALUATION The SPDS at the Zion Units 1 and 2 is a Westinghouse supplied system. The system is a computer based data display system designed to presnet an account of the overall plant safety status to the control room operators and supervisors. All plant data are brought into the main process computers via Westinghouse process instrumentation isolation amplifiers as described by the with test results in report WCAP-7824 dated December 1971 and also via Westinghouse nuclear instrumentation system isolation system amplifier as described by the with test results in report WCAP-7819 Rev. 1, dated December 1971. These two WCAP reports have been reviewed and accepted by the NRC staff and are referenced in Chapter 7 of the Zion FSAR.

With the advent of the SPDS on new channels were added to the system and no new hardware was installed. The form, fit, or function of the plant has not been changed from its licensing condition. At the Zion plants, the SPDS is a function of software applied to an existing computer system.

III. CONCLUSION Based on the staff's review of information supplied by the licensee, the staff concludes that the Zion Units 1 and 2 isolation devices were reviewed and accepted as part of the Westinghouse Topical Report (WCAP-7819 and 7824) review. .
