SECTION 1 INTRODUCTION I

A preoperational Type "A" Integrated Leakage Rate Test (ILRT) was per-formed on the primary containment structure of the Public Service Company of New Hampshire - New Hampshire Yankee Division (PSNH-NHY) Seabrook Station Unit 1.

The ILRT was performed in conjunction with the Containment Structural Integrity Test (SIT).

Results of the SIT are reported elsewhere and are not discussed in this report.

This ILRT test was performed using the " Absolute Method" of testing in accordance with the Code of Federal Regulations, Title 10, Part 50, Appendix J

- Primary Reactor Containment Leakage Testing for Water-Cooled Power Reactors; in accordance with ANSI N45.4 - 1972, American National Standard - Leakage-Rate Testing of Containment Structures for Nuclear Reactors and the calcula-tions for leakage rate were performed as recommended in ANSI /ANS 56.8, Containment System Leakage Testing Requirements.

The ILRT was performed at a pressure in excess of the calculated peak containment internal pressure related to the design basis accident as specified in the Final Safety Analysis Report (FSAR) and the Technical Specifications.

This report describes and presents the results of this preoperational Type "A" Integrated Leak Rate Test, including the supplemental test method utilized for verification.

SECTION 2 SUtNARY 2.1 TYPE A TEST The Integrated Leak Rate Test (ILRT) was performed during the depressurization phase of the Structural Integrity Test (SIT).

attained at approximately 0400 on March 17, 1986 and held at that level for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> prior to commencing the ILRT.

The valve lineup required for the ILRT had been established for the SIT. The ILRT valve lineup conservatively vented portions of systems that were outside I

of the outboard isolation valve. Containment recirculation fans were run con-tinuously during the SIT and ILRT.

Pressurization for the ILRT was started at approximately 0400 on March 18, 1986. The compressors were secured at approximately 0715 on March 18, 1986 at a pressure of 65.206 psia.

At 1122 on March 18, 1986, the procedural temperature stabilization criteria was satisfied.

This time was used as the start time for the ILRT.

Pressure at the cocrnencement of the ILRT was 64.923 psia.

The Type "A" test duration was 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

Final containment pressure had increased to 64.966 psia attributable to a corresponding gradual increase in containment average temperature.

The simple mass point leakage rate was calculated as 0.041 5 per day.

The fitted mass point leakage rate for the same period was 0.052 % per day with a 95% Upper Confidence Level (UCL) of 0.0555 per day.

The combined minimum pathway leakage, as tested prior to I

ILRT, of those applicable penetrations not vented during the Type "A" test was calculated to be 0.238 sefm or 0.0029% per day.

This was added to the UCL to obtain the final comparative leak rate.

The acceptance criteria of 0.1125%

per day (0.75% La) was met and the ILRT terminated at 1122 on March 19, 1986.

During the period of the ILRT, no instrumentation was failed or deleted and no data points were rejected.

One pressure instrument was chosen to be used for I

ILRT data based on performance.

The other pressure instrument was used as backup only.

The Instrument Selection Guide (ISG) was calculated using one pressure instrument.

A superimposed leakage verification test was successfully completed from 1123 to 1645 on March 19, 1986.

Depressurization of the containment began at 1645 on March 19, 1986.

Depressurization was secured at approximately 40 psia and 28 psia to complete SIT measurements at those intervals.

Depressurization was secured again at approximately 15.5 psia and containment entry made to perform system testing unrelated to ILRT. Depressurization was completed at 1335 on March 20, 1986.

I The March 1986 Seabrook Station Unit 1 Preoperational Type "A" Test is con-sidered a successful test in that it demonstrated the leak-tightness of the containment boundary. The measured leakage rates were well within the plant's maximum allowable leakage rate.

I 2.2 LOCAL LEAKAGE RATE TESTS (TYPES B AND C)

The Local Leakage Rate Tests (LLRT's) of containment isolation valves and other containment penetrations were performed prior to the ILRT by the methods described in Seabrook Station Preoperational Test Procedure 1-PT(I)-37.2, Reactor Containment Type B and Type C Leakage Rate Tests. Subsequent to per-formance of the majority of the LLRT's, containment peak accident pressure was revised (increased).

All LLRT's will be reperformed after the Type "A"

test at greater than or equal to Pa. Data from these LLRT's will be sumarized and reported separately.

32 GENERAL TEST DESCRIPTION 3 2.1 Prerequisites The following is a listing of the pertinent prerequisites that were completed and documented prior to containment pressurization per Seabrook Station Preoperational Test Procedure 1-PT(I)-37.1.

3 2.2 Description of the Containment The containment is a seismic Category I reinforced concrete structure in the form of a right vertical cylinder with a hemispherical dome and flat foun-dation mat founded on bedrock.

The inside face is lined with a welded carbon steel plate (3/8" thick, minimum), providing a high degree of leak tightness.

A protective 4 foot thick concrete mat which forms the floor of the contain-ment protects the liner over the foundation mat.

The containment structure provides biological shielding for normal and accident conditions.

The approximate dimensions of the containment are:

Inside diameter 140 ft.

Inside height 219 ft.

Vertical wall thickness 4 ft. 6 in. and 4 ft. 7 1/2 in.

Dome thickness 3 ft. 6 1/8 in.

Foundation mat thickness 10 ft.

Containment penetrations are provided in the lower portion of the structure, and consist of a personnel lock and an equipment hatch / personnel lock, a fuel transfer tube and piping, electrical, instrumentation, and ventilation penetrations.

The containment is designed to withstand all credible conditions of loading, including normal loads, construction loads, test loads, severe environmental loads and extreme environmental and abnormal loads.

The maximum design pressure is 52 psig. The maximum liner temperature associated with the design pressure response is 271*F.

The calculated peak accident pressure for the design basis accident is 49.6 psig.

The containment free volume is 2.704 x 106 cubic feet.

The maximum allowable leak rate from the containment (La) is 0.15% of the containment free volume, by weight, per day.

The containment is surrounded by a containment enclosure designed in a similar configuration as a vertical right cylindrical seismic Category I, reinforced I

concrete structure with dome and ring base.

The approximate dimensions of the structure are:

inside diameter, 158 ft.; vertical wall thickness, varies from 1 ft., 3 in. to 3 ft.; and dome thickness, 1 ft., 3 in.

323 Equipment and Instrumentation Pressurization of the containment was achieved by the utilization of eight temporary oil-free air compressors.

Air was piped through two aftercoolers in parallel and a refrigerated air dryer.

The total capacity of the pressurization system as installed was 9,600 cubic feet per minute (CFN).

The various containment parameters required to calculate containment leakage during the test were monitored using instrumentation which consisted of resistance temperature detectors (RTD's), dew point sensors (lithium chloride type) and an absolute pressure quartz bourdon tube manometer.

Each RTD and dew point sensor was a dual element device and was displayed on the plant pro-cess computer as well as a test data logger.

The pressure sensor had a digi-tal output and was processed by both the plant process computer and the test data logger.

The ILRT test data logger measured temperature and dew point in high precision current loops and was the primary device for the test.

The plant process computer was considered as backup to the test data logger.

I Pertinent data for the test instrumentation is listed in Attachment A, and the general locations of the temperature moisture and pressure sensors are shown in Attachment B.

A variable area rotameter was used to perform the superimposed leakage verifi-cation test.

3 2.4 Data Acquisition System The data acquisition system used for the Seabrook Station Unit 1 ILRT was I

contracted from Ebasco Plant Services, Inc., and consisted of two KAYPRO CP/M based portable computers and EPSON FX-80 printers.

I Digital data was transferred automatically from the ILRT test data logger on fifteen-minute intervals to the Ebasco computers.

For the ILRT, the following instrumentation was monitored:

I 3.2.5 Data calculation System After the appropriate data had been acquired and averaged, the reduced para-meters were input into leakage rate calculations.

For the Seabrook Station Unit 1 ILRT the Absolute Method of Mass Point Analysis was used to determine the leakage rate.

Absolute Method of Mass Point Analysis The Absolute Method of Mass Point Analysis consists of calculating the air mass within the containment structure over the test period, using pressure, temperature, and dew point observations made during the ILRT. The air mass is computed using the ideal gas law as follows:

Where A is the slope of the least-squares curve and B is the y-intercept. The sign convention is such that the leakage out of the containment is positive l'

and the units are in percent / day.

The air mass is calculated and the result is correlated as a function of time I

by means of a least-squares curve fit of the form:

The slope A and the y-intercept B are then used in Equation 2 to determine the leakage rate.

A 95 percent confidence interval is calculated using a Student's T distribu-tion.

33 TEST RESULTS ANALYSIS AND INTERPRETATION The Containment Atmospheric Stabilization was conducted in two phases.

The Pressure Stabilization phase occurred after the SIT peak pressure plateau and consisted of maintaining the containment pressure below 85% of Pa for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> prior to reaching the ILRT test pressure, P. Once pressurization to the ILRT a

test pressure was completed, the temperature stabilization phase was ini-tiated. Temperature stabilization is achieved when the average rate of change of the containment air temperature over the last hour does not deviate by more than 0.5*F/ hour from the average rate of change of the containment air tem-perature over the last four (4) hours.

As shown in the test results, Section 3 3 2, this acceptance criteria was met in the first four (4) hours of stabi-lization with a difference of 0.43*F/ hour. The temperature stabilization cri-teria was monitored during the balance of the ILRT with the criteria never being exceeded.

ILRT data was accumulated for twenty-four (24) hours at fifteen (15) minute intervals.

A plot of the calculated masses shows a stable, straight line trend. Containment, average temperature was stable during the twenty-four (24) hour period, exhibiting a slow heatup at a rate of 0.03*F/ hour.

Vapor pressure in the contaircent was stable with a maximum increase during the I

twenty-four (24) hour period of less than 0.005 psia.

Containment total pressure showed a slow increase in pressure during the same period of 0.052 psia.

The fitted mass point leakage rates and upper confidence levels exhibited stable and acceptable behavior over the test period and the ILRT was declared successful after twenty-four (24) hours. The final fitted mass point leakage rate was 0.052%/ day with an upper confidence level of 0.0555/ day.

The measured results of the ILRT must be adjusted for the penetrations in use for the conduct of the ILRT. These penetrations include the Primary Component Cooling Water supply to the Recirculation Fans and the pressure sensing line used for the ILRT.

The locally measured minimum pathway leakage rate for I

these penetrations is added to the ILRT measured results:

ILRT Upper Confidence Level 0.055%/ day Local Measurements for In-service Penetrations 0.003%/ day Total Equivalent Containment Upper Confidence Level 0.058%/ day This value was then compared to the 0.75 L a acceptance criteria and found acceptable.

I The supplemental method used for verification of the ILRT results was the superimposed leakage or Controlled Leakage Rate Test (CLRT).

A leakage equivalent to 0.160%/ day was added to the containment using a rotameter and CLRT leakage rates were calculated for four and three-quarters (4 3/4) hours.

At the end of the CLRT test period, the test was declared successful with the test measurements within the 0.25 La acceptance criteria as shown in the test results, Attachment C.

The raw test data, reduced test data, and calculated values for the Temperature Stabilization, ILRT Test, and CLRT Verification Test are shown in both tabular and graphical form in Attachment C.

The performance of the test instrumentation system was established by computer analysis of the test data. All temperature channels performed well during the test, with the in situ temperature loop repeatability averaging 0.028aF. This I

value was determined by the Ebasco in situ loop error analysis program and consists of process measurement variations as well as sensor noise.

This value is below the vendor instrument loop repeatability / sensitivity given in Attachment A.

The dew point instrument performance was noted to degrade as a function of containment pressure. Although degradation was observed, the in situ dew point loop repeatability during the test averaged 0 324*F dew point, which is below the vendor instrument loop repeatability / sensitivity given in Attachment A.

No dew point sensors were deleted during the test. One of the pressure sensors, LD-PIT-6446, demonstrated anomalous behavior during the depressurization from the SIT.

Following inspection, it was placed back in service and monitored during the balance of the test.

The in situ pressure loop repeatability for that instrument averaged higher than that for LD-PIT-6447 The latter instrument demonstrated an in situ loop repeatability of 0.0026 psia, normal for this type of testing.

LD-PIT-6446 was not utilized for the ILRT calculations, and all calculated leakage values were based upon LD-PIT-6447 indications.

The total test instrumentation system was evaluated and considered to have performed well during the ILRT and adequate to measure leakage in the range desired.
