NRC BRAIDWOOD RADIATION PROTECTION INSPECTION REPORT

50-456/97017(DRS); 50-457/97017(DRS) AND NOTICE OF VIOLATION

Dear Mr. Tulon:

On October 22,1997, the NRC completed an inspection at your Braidwood Nuclear Power

Stetion, Unita 1 and 2. The enclosed report presents the results of that inspection.

T'io inspectbn was an examination of activities conducted under your license as they relate to

'cadiation sc(ety and to compilance with the Commission's rules and regulations and with the

conditions of your license. The inspection consisted of a selective examination of procedures

a'id representative records, observations, and interviews with personnel. Specifically, the

it'spection focussed on your stait's radiological planning and conduct of Unit 2 refuelirs outage

work activities and on your staffs actions to correct previous identified items.

We observed strengths In your staffs radiologieal planning and implementation of the removal

of the lower core internals. While we observed some Initial challenges, the evolution was well

perforn.ed which resulted in low overall personnel exposures, in another area, although the

planning documents for contaminated valve work clearly identified radiological hazards, your

staff did not demonstrate as iSgh a level of preparedness for the job.

We are concerned about two vielations of NRC requirements that were identified. Specifically,

an individual failed to adhere tv a radiological posting, and two radiation protection technicians

failed to control a high radiation area. In add?. ion, the radiation protection staff identified

examplos of radiation worker practice problems and of radiation protection technician

performance issues, which were under review by your staff. We understand that your

investigation into this matter contir,ues and you will throughly examine the individual radiation

protection technician's and supervisor's role in assessing the root cause of and failure to

identify that violation.

1hese violations are cited in the enclosed Notice of Violation, and the circumstances

surrounding the violations are described in detail in the enclo:ed report. Please note that you

are required to respond to this letter and should follow the instructions specified in the enclosed

Notice when preparing your response. The NRC will use your response, in part, to determine

whether fudher NRC enforcement action is necessary to ensure compliance with NRC

regulatory requirements.
