SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO.16 TO AMENDED FACILITY OPERA 1 NG LICENSE NO. R-106 OREGON STATE UNIVERSITY, DOCKET NO. 50 243

1.0 INTRODUCTION

By letter dated November 25,1997, as supplemented on December 19,1997, Oregon State University (OSU or licensee) submitted a request for amendment to the Tachnical Specifications (TSs), Appendix A, to Amended Facility Operating License No. R 106 for the OSU TRIGA Research Reactor. The requested amendment would remove gendar-specific wording from TS S.1.a, update organizations! titles in TS 6.1, remove references to Region V from the TS reporting requirements, and updata the reporting requirements to allor reporting by fax.

L 2.0 LVALUATION

a The licensee has requested a change to TS 6.1.a to removo gander-specific wording from the TS. The word "him" would be replaced with "the Director." This change is administrative in nature and is therefore acceptable to the t'aff.

The licensee has also requested a change to TS 6.1.a and changes to the organizational chart in TS 6.1.b 'o update position titles at the University. The title "Vice Provost for Research and International Programs"is changed to "Vico Provost for Research," " Chief Business Officer"is changed to "Vice President for Finance and Administration," and

" Director Radiation Center" is chbaged to " Director, Radiation Center " The licensee states that these are chanpas to titles only and tMt there are no changes in responsibilities, repcrting channels, or lines of communication. The staff finds that these changes are administrative in nature and are therefore v ceptable.

The licensee has requested changes to TS 6.7, Reporting Requirements. The requested changes would remove references to Region V :n the TSs. On July 2,1997, the non-power reactor inspection program was transferred for licensees in Region IV (Regions IV 9nd V.

were combined) from the region to the Office of Nuclear Reactor Pegulation. A letter from the Region IV Administrator to OSU dated July 2,1997, informed OSU of the change and instructed the licensee to direct correspondence, reports, and inquiries regarding non-power reactors to the Non-Power Reactors r.id Decommissioning Project Directorate at Headquarters. The staff finds that this change is administrative in nature, removes i unneeded reporting requirements from the TS, and is therefore acceptable to the staff.

2-The licensee has alsc requested that the reference to reporting by telegraph in TS 6.7 be changed to reporting by fax. This change updates the communications methods used to contact the NRC to reflect changes in technology. Tirr.eliness of reporting or the contents of reports are not affected by this requested change. The staff finds that this change is administrative and is therefore acceptable.

3.0 Et[\nRONMENTAL CONSIDERATION This amendment involves changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). r'ursuant to 10 CFR 51.22(b), no environmental impact statement or environmenta assessment need be prepared in ccnnection with the issuance of this amendment.

4.0 CONCLUSION

The staff has conc!Jded, on the basis of the considerations discussnd above, that (1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously evaluated, or create the possibility of a new or different kind of accident from any accident previously evaluated, and does not involve a significant reduction in a margin of safety, the amendment does not involve a significant hazards consideration;(2) there is reasonable assurance that the health and safety of the public will not be endangered by the proposed activities: erni (3) such activities will be conducted in compliance with the Commission's regulationo and the issuance of this amendment will not be inimical tn the common defense and security or the health and safety of the public.
