Generic Letter (GL) 88-01 transmitted NRC staff positions relative to intergranular stress corrosion cracking (IGSCC) near weldments in Boiling Water Reactor (BWR) piping. GL88-01 required licensees to assess the staff positions for conformance or propose alternative measures, and supply information relating to piping replacements, inspections, repair, and leakage.
Our assessment and conformance relative to the guidance of NUREG-0313 (Reference 1) and a listing of the IGSCC susceptible welds remaining in Pilgrim Station were provided by attachments A and B to Reference 2, respectively.
Core spray nozzle weld leakage at the Hope Creek Station in September 1997, prompted us to assess past inspections of Pilgrim core spray nozzle weldments.
During this assessment, we discovered that six core spray nozzle welds (14-A-1,14-B-1,14-A-3,14-B-3,14-A-10A and 14-B-10A) were classified incorrectly as IGSCC Category "A" welds instead of "D" in our IGSCC inspection program and GL88-01 response (attachment B to Ref. 2). Category D welds require 100% examination over a period of two refueling outages, whereas, Category A welds require 25% inspection over ten years. The records show these six welds did not receive GL88-01 Category D required inspections.

'An operability evaluation was performed to determine the impact of not conducting the required Category D inspections within the specified intervals. The evaluation showed no operability concem. The basis for the operability is that these welds were inspected several times in the past with no rejectable indications and Pilgrim has implemented leakage monitoring capabilities in response to GL88-01 to detect coolant leakage (Technical Specification 3/4.6.C.) employing the leak before-break criteria.
We have updated our IGSCC inspection program to irsclude correct classification of welds and enclosed our current list of IGSCC-susceptible welds. This list includes changes made in the IGSCC inspection scope due to plant modifications and inspections in accordance with GL88-01. The future inspections of the revised Category D welds will follow the GL88-01 and ASME code in-service inspection program requirements.
