Gentlemen:
This refers to the inspection conducted by Messrs. J. G. Luehman and H. F.
Bundy of this office during the period April 1-30, 1986, of activities
authorized by NRC Operating License NPF-38 for Waterford Steam Electric
Station, Unit 3, and to the discussions of our findings with Mr. R. P.
Barkhurst and other members of your staff at the conclusion of this inspection.
Areas examined during the inspection included potential generic problems, plant
status, Licensee Event Report (LER) followup, monthly maintenance, monthly
surveillance, routine inspection, and Inspection and Enforcement (IE)
Circulars. Within these areas, the inspection consisted of selective
examination of procedures and representative records, interviews with
personnel, and observations by the inspectors.
These findings are documented.

Within the scope of the inspection, no violations or deviations were
identified.
