SUBJECT: NRC INSPECTION REPORT 50-458/98-20 AND NOTICE OF VIOLATION

Dear Mr. Edington:
l
From November 1 through December 12,1998, the NRC conducted an inspection at your
,
River Bend Station (RBS) reactor facility. The enclosed report presents the scope and results
'
of that inspection.
During the 6-week period covered by this inspection, safety-conscious operations, sound
l
engineering and maintenance practices, and effective radiologice! cont;ols generally
'
characterized your activities at RBS.
!
The NRC inspectors identified one violation of radiation protection procedures for the failure to
perform appropriate surveys before unconditionally releasing three containers from RBS.
'
Consequently, two contaminated items were found in one container shipped to the Waterford 3
l
facility.
l
The NRC has concluded that information regarding the reason for the violation and the
corrective actions taken and planned to correct the violation and prevent recurrence is already
l
adequately addressed on the docket in the enclosed report. Therefore, you are not required to
!
respond to this letter unless the description therein does not accurately reflect your corrective
l
actions or your position. In that case, or if you choose to provide additional information, you
!-
should follow the instructions specified in the enclosed Notice.
In accordance with 10 CAR 2.790 of the NRC's ' Rules of Practice," a copy of this letter, its
'
enclosures, and your response will be placed in the NRC Public Document Room (PDR).
