St. v' e Present 312/2694078. CE 312f264-2617 - Fax January 27,1968 Project No. 9585100 Docket No. 50 423 Northeast Nuclear Energy Company Mil: atone Nuclear Power Station, Unit No. 3 Independent Corrective Action Verificatioi, Program United States Nuclear Regulatory Commission Attention: Document Control Desk Washington, D. C. 20555 The Nuclear Regulatory Commission staff has requ6sted that Sergent & Lundy (S&L) prepare and submit on the docket petiodic reports on the status and expected completion of the Millstone Unit 3 ICAVP. This is the sixth such report and covers the period ending 1/23/98.

STATUS The slides used during the monthly ICAVP status eetings have been updated to provide the status through 1/23/98 and are enclosed. A summary of that information is highlighted below.

Tier 1 The System Review Group (SRG) has completed their review of the four system groupings, service water (SWP), the containment spray systems (OSS!RSS), HVAC systems (HVX), and the diesel generator and associated auxiliarios (DGX). Similarly, .he Configuration Review Group (CRG) has completed the walkdowns of ar. mur of the systems. Operations & Maintenance and Testing Review Group (ORG) is also esseritially complete with the exception of five remaining modifications on various systems. '

The additional snodification and calculation scope for RSS, SWP, and the motor operated valves is progressing on schedule. A summary of the additional scope is provided on the attached presentation slides.

Remaining Programmatic Review Group (PRG) activities for Tier 1 Ir.clude the corrective action (CA) document reviews. There are 3 CA documents for yhich NU has not completed their prccessing and closure. Based on the avail &ble information it eppears tFat these CA documents will not be completed by NU until they are ready for Mode 2. Since this will not support the expect 3d ccmpletion of the !CAVP, it is recommended that these 3 CA documents be included in the NRC's Corrective Action Inspection.

, ' Unit.3d States Nuclear Regulatory Commission January 27,1998 Document Control Desk Project No. 9583-100 Page 2 The corrective action implementation review is progressing; however the completion date is indeterminate at this time. Of the more than 1500 Tier 1 CA documents, approximctely 250 were selected for more detailed review of the actual corrective actions implemented. NU is in the process of providing the closure packages reouested for those CA documents. To date 105 packages have been provided, and the review of 61 has been completed. It is anticipated that some of the calculations, evaluations and modifications will have already been reviewed as part of the additional scope of calculations and modifications reviewed for the SWP and RSS systems. It is also anticipated that some of the CA documents will not be closed until NU is ready for Mode 2.

NU is in the process of identifying these documents for us. Similar, the review of the implementation of these corrective actions should be completed by the NRC during its Corrective Action Inspection. We expect to complete our review two weeks after we receive the remaining documents.

Tier 2 Discovery for the Tier 2 review being performed by the S&L Accident Review Group (ARG) is complete. S&L issued 48 Discrepancy reports during this review. NU has responded to 37 of them, and 26 are considered closed.

Tier 3 The Tier 3 review being performed by the S&L Programmatic Review Group (PRG) is also essentially complete. The review of the current change processes, the review of past changes, and the review of NU's implementation of their current change processes are complete. The review of the NRC sample of corrective action documents is complete with thc exception of one OlP This review will be completed as soon as this last OIR is submitted.

Discrepancy Reports The last several slides from the enclosed status summary provide details on the preliminary DRs, the NU provided resolutions, and the S&L review of those resolutions.
