l l view public communications as a very important issue and I understand that training for j
. communicators has been addressed in SECY 98-089. While I am in support of implementing l
communications initiatives as outlined in SECY 98-089, I feel that additional resources to do so, l
such as those proposed in COMNJD-98-006 should be consistent with the recommendations in SECY 98-089. Therefore, although I disapprove of COMNJD-98-006, I recommend that additional resources be made available where necessary pending results of the implementation of SECY 98-089.
