I continue to support whole-heartedly the full range current NRC efforts to improve public

communications. In SECY 98-089, the staff proposed a broad spectrum of actions, developed by the Communications Coordinating Committee as a follow-on to DSI-14, with the overall objective of improving the effectiveness of NRC communications with all our stakeholders. In the resultant SRM, issued on September 10,1998, the Commission approved most of the CCC recommendations as modified by the Executive Council, and I reiterate my agreement with that 1
decision.
1 However, I do not support at this time providing additional funding to the Office of Public Affairs (neither the $100K to address " cultural issues ingrained throughout the NRC" as originally proposed in COMND 98-006, nor the $12K "for improving communications with the public" under the revised COM). It remains unclear to me how this additiond, funding would be used in a manner different than the initiatives the Commission has approved already. I believe the Commission would be better served by reviewing the outcome of the initiatives currently underway (under both OPA and the Deputy EDO for Regulatory Effectiveness), after a reasonable time has elapsed to make such an evaluation meaningful.
