SUBJECT:
CLARITY OF PUBLIC COMMUNICATIONS - COMNJD-98-006 In COMNJD-98-006, I p,roposed that approximately $100,000 be budgeted to the Office of Public Affairs (OPA) in FY 1999 for establishing a one year program for improving the clanty of communications with the public. I recommended that the resources for this effort b2 provided by reducing travel by less than 1% of all offices across the board. The Commission has not i
responded to this proposal. In my vote on the FY 2000 budget, I recommended that approximately $25K would be needed for, continuation of this effort into FY 2000. This proposal I
was rejected by the Commission. I am willing to amend my odginal proposal in COMNJD l 006 and I propose that $12,000 be provided to OPA for improving communications with the public for both FY 1999 and 2000.

EDO OPA I believe we should not consider additional funds for communications initiatives until staff has had an opportunity to implement the Commission's decision on SECY-98-089.
