3 Enclosed is a request for additional information (RAl) related to Southern California Edison's September 16,1997, letter requesting NRC approval to use ASEA Brown Boveri/ Combustion Engineering !eak tight sleeving as an alternative steam generator tube repair to plugging.

DOCKET NOS. 50 361 AND 50-382 The following request for additional information is in reference to Southem Califomia Edison's September 16,1997, letter requesting changes to the San Onofre Nuclear Generating Station, Units 2 and 3 Technical Specifications (TS). The September 16 letter also included ABB/CE Topical Report CEN-630-P and Report No. 96-OSW-003-P.

The proposed TS limit for the imperfection depth at or beyond which the steam generator tube shall be removed from service or repaired is equal to 44% of the nominal tube wall thickness. This could be less conservative from the sleeve plugging limit discussed on page 8-9 of Topical Report CEN 630 P, once allowance for NDE uncertainty (typically 10%) and flaw growth (typical!/10%) are taken into account.
Please justify the use of 44% in light of the information contained in Topical Report CEN 630-P.

Topical Report CEN-030-P diacussed a VT assocated with the wald preparation process, but states that this VT is optional. The staff believes that this inspection would confirm the adequacy of the brushing step to prevent weld failures due to oxide
- inclusions. Please clarify if this VT will be performed in accordance with the topical report, if a VT will not be performed, provide the technical justification (i.e., provide details that demonstrate the high degree of cleanliriess accepted in the flald).
