Docket Nos. 50-361 and 50-362 Amendment Application Nos. 170 and 156 Steam Generator Sleeving San Onofre Nuclear Generating Station Units 2 and 3 Enclosed are Amendment Application Numbers 170 and 156 to Facility Operating Licenses NPF-10 and NPF-15 for the San Onofre Nuclear Generating Station, Units 2 and 3, respectively. These amendment applications consist of Proposed Technical Specification Change Number NPF-10/(TS) 3.4.13. "RCS Operational 15-487 (PCN-487).
PCN-487, which requests changes to Technical Specification Leakage," TS 5.5.2.11, " Steam Generator (SG) Tube Surveillance Program," and TS 5.7.2, "Special Re) orts," is provided as Enclosure 1 to this letter.
Proposed changes to tie affected Bases section are provided in Enclosure 2 for information only.
Additionally, an editorial correction is made to TS 5.5.2.11.e.2.
The proposed change is to allow steam generator tube repair using ASEA Brown Boveri/ Combustion Engineering (ABB/CE) leak tight sleeving as an alternative Steam Generator tube repair to plugging. The sleeves will be in accordance with the following ABB/CE generic topical report (Enclosure 3 includes proprietary and non-proprietary versions):

Report No. 96-0SW-003-P, Rev. 00 Because Enclosures 3 and 4 contain information proprietary to ABB/CE, they are supported by Affidavits (Enclosure 5) signed by ABB/CE, the owner of the information.
The Affidavits set forth the basis on which the information may be withheld from public consideration by the Commission and addresses with specificity the consideration listed in paragraph (b)(4) of 10 CFR Section 2.790_of_the_

Installation of sleeves is expected during the Unit 2 Cycle 10 refueling outage and is a possibility during the Unit 3 Cycle 10 refueling outage.
