Gentlemen:
This refers to the routine safety inspection conducted by Messrs. R. Hasse,
S. Hare, and R. Lanksbury of this office on May 12-30, 1986, of activities
at LLCrosse Boiling Water Reactor authorized by NRC Operating License
No. DPR-45 and to the discussion of-our findings with Mr. J. Parkyn and
members of his staff at the conclusion of the inspection. This also refers
to the management meeting held in the NRC Region III office on May 30, 1986.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
While no violations of NRC requirements were identified during the course
of this inspection, we do have concerns with the training provided to your
SR0 candidates. Your commitments made during the management meeting discussed
in Paragraph 3 of the attached inspection report should resolve these concerns.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
