Enclosed is Supplement I to Amendment Application Nos.138 and 122 to Facility Operating Licenses NPF-10 and NPF-15, for the San Onofre Nuclear Generating Station '(SONGS), Units 2 and 3, respectively. The Amendment Applications consist of Proposed Change Number :433 (PCN-433), which is a request _ to revise the licensing basis as-described in the Updated Final Safety Analysis Report (UFSAR) Section 3.5, " Missile Protection."

In particular, a probability based criteria is used to evaluate missile barrier requirements consistent with SRP Section 3.5.1.4.

This change _to the licensing basis of the plant is a corrective action resulting from 1.icensee Event Report 2-93-006.

Supplement I to this FCN is being submitted to add new cases to the previously submitted analysis. These cases were identified following the original submittal of PCN 433 (Reference 4). Also, because NRC guidance on using.

Probabilistic Risk Analysis (PRA) to support licensing issues is currently under development, Supplement. to PCN 433 no longer uses probability of core damage as a basis for this change.

Supplement I uses a basis of probability of damage to critical components due to tornado-generated missiles to meet the acceptance criteria as stated in the SRP.
