and Dian: approved the staff's recommendation (option 3).

Commissioner McGeffigan disapproved option 3, preferring instead option.2, under which.the staff would have continued detailed reviews of license files for Agreement State sites but not conduct on-site inspections.- Although supporting option 3,

. Commissioner Diaz wuuld have preferred the elimination of NRC staff evaluations of States' activities from the Integrated Materials Performance Evaluation Program (IMPEP) . In their comment 6, Chairman Jackson and Commissioners Dicus and McGaffigan

' supported the concept of working with the Agreement States to identify mechanisms for providing additional Federal assistance ,

to.the Agreement States,.such as a general fund appropriation outside the NRC fee base, in dealing.with these sites. These comments have been incorporated into the guidance to staff as reflected in the SRM issued on November 7, 1997.
