PLANT PERFORMANCE REVIEW (PPR) CRYSTAL RIVER 3

Dear Mr. Anderson:

On October 16.1997. -the regional staff completed the semiannual Plant Performance Review (PPR) of Crystal River 3. The staff conducts these reviews for all operating nuclear power plants to develop an integrated understanding of safety performance. The results are used by regional management to facilitate planning and allocation of inspection resources. The PPR for Crystal River 3 involved the participation of all technical divisions in evaluating ins)ection results and safety performance information for the period March tirough September 1997. PPRs provide regional management with a current summary of licensee performance and serve as inputs to the NRC Systematic Assessment of Licensee Performance (SALP) and senior management rr.eeting (SMM) reviews.

On October 4.1996. you notified the NRC that you would remain shut down for an extended period of time in order to make modifications to several safety systems in order to obtain additional safety margin for accident conditions.

A Confirmatory Action Letter was issued on March 4.1997 requiring NRC concurrence- for the restart of Crystal River 3 prior to entering Mode 2. The Enclosure provides our plan to assess the adequacy of your corrective actions for the issues on our restart list (issued separately as Restart Panel Meeting Minutes) and your readiness for restart.

This letter advises you of our planned inspection effort resulting from the Crystal River 3 PPR review and the general time frame of planned inspections plus the exact dates of team inspections, it is )rovided to minimize the resource impact on your staff and to allow for scleduling conflicts and personnel availability to be resolved in advance of inspector arrival onsite.

The enclosure details our-inspection plan for the next six (6) months.

Individual inspections are identified by the month (s) in which we intend to conduct the inspection. Exact dates are not provided for non-team inspections because experience has proven that we must often change dates as the result of f higher priority requirements and conflicts at.your site or other sites. You ,

will be contacted 3 6 weeks prior to individual inspections to confirm dates. l The rationale or basis for each inspection outside the core inspection program is provided so that you are aware of-the reasons for emphasis in these program 1 areas. Resident inspection dates are not listed due to their ongoing and  ;\

continuous nature.

- FPC 2 The NRC's general policy for reactor inspections is that each ins)ection shall be announced, except when announcing the inspection could reasona)1y 4 compromise the objectives of the inspectors. Therefore, some specific l inspections. such as in the security and radiological protection 6reas, may '

not be announced.

As part of the regional initiative inspection program, we plan to conduct followup inspections of fire barrier penetration seal issues during the next 6 months. The issues are discussed in Information Notice (IN) 88-04  !
