In the brief history of Fort St. Vrain (FSV), no known spill has reached the St. Vrain Creek or the South Platte River which created a condit' ion requiring 'a ion on the part of the Company or a gover nental agency to protect the health and welfare of the general public. ..
This Spill Prevention and Containment Plan (SPCC) is broken down .
into four areas. These include the containment of: I-Oils, II-
'Che=icals, III-PCB's, and IV-PSCrs Emergency Notification Procedures.

The three fuel oil storage tanks are underground. Tank trucks !
and railroad cars use the same unloading facilities. Personnel responsible for unloading oil are assigned to observe the unloading process to avert any possible oil spillage. In the event of a spill,
-the plant drainage will be blocked and the spill will be cleaned up locally. All drainage from floor drains in the turbine and reactor building must pass through oil sepaEators before reaching the Fort St.
Vrain discharge. An oil separator bypass valve was instali'ed February 8, 1981 to be used only during radioactive liquid waste release. In -
the event of an oil leakage into the liquid waste, the release would be stoppsd and the oil separator put back into service.
There is not a sufficient quantity of gasoline stored on the
, premises for a spill to reach any body of water. All hydraulic and miscellaneous oils used at the plant are stored in a separate oil storage building. This building contains no floor drains. Any oil spillage in the storage building will be cleaned up locally.
The secondary coolant system isolation valve hydraulic system is a saisinic class 1E system. In the unlikely event of a spill, the oil will be trapped in the oil separators located in the plant drainage ,
systems. The hydraulic oil reservoirs are located within a curbed area that will contain the entire contents of the reservoir if needed.
It is recognized that there are many ;:ieces of equipment which utilize oil. Therefore, to minimize the possibility of oil reaching the St.
Vrain Creek and South Platte River, the following practices have.been established:
- 1. Prior to undertaking maintenance which might result in an oil spill which could reach the St. Vrain Creek or South Platte River:

- a. Job briefings ~ill w include a discussion of potential oil spills to emphasize the position that is every individual's responsibility to prevent oil spills. -
- b. Containers will be provided at the ma %tenance job to accumulate oil which may have to be removed from equipment.
- c. Oil absorbing compounds will be available at the site of proposed maintenance to absorb small quantities of oil which might not be accumulated in containers. If it is known in advance that some -
spillage is not preventable, oil absorbent com-pound will be dispersed on the floor in the area where oil will spill, pric: to commencing oil drainage,
- d. If the quantity of oil in a system receiving maintenance is more than could be absorbed by an oil absorbent in the evant of a spill, any floor drain or sewer into which
( oil could spill will be obstructed prior to draining any
! equipment.
- 2. It should be noted that it is a substantial distance from the plant to either the primary discharge point, the South Platte River, or to the secondary discharge point, the St. Vrain Cree The primary discharge ditch a=pties into a farm pond prior to being discharged into the river. If an oil spill reaches the primary ditch, the outlet frem the farm pond will be blocked.
The spill will be cleaned up in the farm pond and ditch. If an oil spillage reaches the secondary discharge ditch, the ditch shall be blocked between the plant and the St. Vrain Creek.

Storage Facility will house most of the chemicals now stored in the Chemical Storage Building .and the Main Plant Demineralizer Room and t'he all' of the drums contained in Oils / Solvents Building. The floor will be sloped towards the drains which run to a contained sump.
Also, there will be a cement lip running the entire merimeter of the building.
This building has a concrete 6 Pole Barn floor with no drair.s. In the
'Iterage B0ildir.g it would be event of a spill, contz ned inside of the builcir.;.

, III. PCB (ASKAREL). OIL SPILL CLEANUP PROCEDURES :
In the event of a PCs (Askarel) oil spill from a transformer er capacitor, the following steps are to be taken:
- 1. A PSC crew will respond i=nediatelv upon notification that a PCB spill has occurred.
' ' ~
- 2. All cleanup personnel are to wear rubber boots and disposable gloves to prevent PCB contam bation of clothing
~
or skin. .
- 3. It is extremely important that any PCB spill fluid must be prevented from reaching storm drains, sewers, drainage ditches c any other place where water is flowing. The crew is to exercise every available option open to them to contain the PCB spill which includes temporary diking or diversions. In addition, the crew should anticipate and prevent water from flowing into the contaminated area from i
sources such as near by sprinkler systems and/or, street ,
gutter runoff.
- 4. If the PCB spill does reach flowing water, storm sewers, or any inaccessible area, the first employee to the spill area should immediately take measures to prevent any additibnal spill material from reaching those areas. Se should then notify the Line Trouble Dispatcher at 7th 2.ca. , Denver, either directly or through his Division Dispatcher so the call diagram can be initiated.
- 5. If the spill occurs on private property, notify claims, Safety, and Security immediatelv.
6.' Barricades should be placed around the contaminated area to prevent pedestrians and vehicles from entering until the spill material is cleaned up and removed. .
- 7. An oil absorptive material should be spread on the contaminated area and should be left in place for at least ene hour or as long as necessary to insure that all available PC3 fluids have been absorbed.
- 8. All s rfaces exposed t , the spilled fluid (pavement,
- sidewalks, poles, sidinge etc.) are to be scrubbed with rags containing kerosene, chloroethylene (stores code 0529570 or 0929571) or Penetone Power Cleaner (stores code 0929362).
- 9. After the spilled fluids have been absorbed, the absorptive m- terial alcng with any cont >-4 nated soils are to be placed in the containers provided for that specific disposal j purpose.
- 10. PCB fit.. d that is sprayed cr spilled on motor vehicles shoule ce thercughly wiped of f (before moving the vehicle) with rags dampened in "Cenoco Cleaner Solvent" which is available in Company garages. Following this clean-up operation, ector vehicles shculd t'}en be thoroughly washef

, 11. All contaminated itema including tools, clothing, boots, and any other equipment must either be thoroughly cleaned with solvent (kerosene or chloroethylene) where practical or
-disposed of in the containers provided specifically for disposal purposes.
- 12. The spill area will be continuously manned until the spilled
,?CB oil and all cleanup materials have been removed from the site. -
- 13. If it is suspected that some PCB is still in the soil after cleanup, a sample of the suspected soil should be sent to the Transformer Shop, 7th Avenue Service Center, Denver, for analysis. About two ounces by volume should be collected in a glass jar and sealed. A label shbuld be attached stating where and when the sample was taken.
- 14. If PCB skin contact does occur, remove with waterless hand clearer, wipe with towels and dispose of these towels in the containers provided for that disposal purpose. If eye contact occurs, flush eye thoroughly with water.
- 15. Leaking PCB items such as capacitors should be put into drums with removable heads (DOT spec. 17C) with enough absorbent material such as soil or sawdust to absorb any liquid PCB remaining in the capacitors or other PCB ituas.
Licuid PCB's are to be put into drums without removabT4 heads (DOT spec. 17E). ' DOT spec. drums are available from the Substation Shop, Seventh Avenue Service Center, Denver.

- 16. Containers with PCB items and PCB c~entaminated materials may be stored locally for up to thirty days from the date of removal frem service provided that the date of removal from service is noted on the container.
- 17. Non-leaking structurally sound failed capacitors do not have to be put into containers and may be stored locally as in (16) above.
- 18. Before the thirty days are up, any PCB items stored locally must be sent to the Substation Shop, Seventh Avenue Service Center, Denver for proper disposal.

. , . III-4 MARKING REQUIREMENTS FOR PCB'S EPA requires that the followh.ng PCB articles be labeled with the 6" x 6" label (see appendix A) or, if impractical with a smaller one. We are using only the large labels.
- 1. All transformers. -
- 2. All large capacitors individually *. OR
- 3. Each capacitor installation if in a protected locatien such
- as on a pole or structure.**
- 4. Containers with PCB substances or articles to be dis-posed of.
- 5. Storage areas or buildings used for storing PCB's for disposal.
- 6. Any utility company truck carrying a PCB transformer -
or more than 45 kg (99.4 lb.) of liquid PCB or PCB contaminated liquids. The truck must have labels on both sides and both ends.***
Adhesive backed labels are available from the Substation Shop, Seventh Avenue Service Center, Denver.
Since the pole with a PCB capacitor installation has the label (see 3. above) , each PCB capacitor should be labeled when removed from a bank. If the entire bank is removed, one label on the rack will suffice.
We are installing the labels on the face of the pole ,10 feet above the ground.
Utility company trucks carrying capacitors or debris from PCS spills are not required to have labels. .

EPA requires that we keep records of PCB's in transformer installations, in capacitor installations of 50 or more units, and in our " storage for disposal" facility. The records for PCB transfo:mers and for the " storage for disposal" facility are being kept by c:=puter by the Data Programming Section. Distribution does not have any capacitor banks of 50 or more units. The Substation Department is keeping the records of PCB equipment in power plants and substations.
The following computer records are being kept on PCB transformer installations: .
- 1. Gallons of PCB in each transformer.
- 2. The dates when PCB transformers are, retired. .
An annual report must be produced as of July 1 of each year beginning in 1979 for each PCB transformer installation (vault, manhole, pole installation) showing: .
- 1. The location of 1Ehe installation.

- 2. The number of transformers in the installation.
' ~ 3. The total weight of the PCB's in the installation.
- 4. The dates when any PCB transformers h,sva been removed t
from the installation. -
- 5. The destination of any PCB transfo:mers that have been removed from the installation.
This annual report will be computer generated by the Data Programming Section.
The following records for the " storage for disposal" facility t
will also be kept by the Data Programm:.ng Section: F
- 1. The numbers of any PCB transformers or drums of PCB items or of PCB contaminated material.
- 2. The data each PCB is received.
- 3. The location the PCB's came from.

- 6. The date and disposition of the transformer or d um.

- 2. The type of PCB's in containers (capacitors, dirt, etc.) and the type of PCB articles not in containers (transformers, capacitors, etc.) that have been shipped for disposal, the date shipped and the disposal facility to where shipped..
- 3. The total gross weight in kilograms of PCB containers (drums) and the total weight in kilograms of PCB's in transformers: ..
- a. received during the calendar year,
- b. disposed of during the calendar year,
- c. remaining at the facility at the end of the calendar year. -
- 4. The total number of all types of PCB articles not in PCB containers (transformers, etc.)

E m GENCY - SPILLS (OIL , CEEMICAL , PCB)
- - It will be mandatory for all plant personnel, substation electricians, contractors, and carriers to report all oil (includes any petroleum product) or chemical spills which could reach the South Platte River or the St. Vrain Creek to the Shift Supervisor, immediately should a spill occur. The Shif.t Supervisor will immediately notify the Fort St. Vrain Station Manager or his alternate. . The Fort St. Vrain Station Manager or.his alternate will notify an individual in the following,reportin'g step immediately.. An individual in one step will notify an individual,in the following step of a spill immediately. This process will take place until the EPA and the Colorado Department of Health, Water Pollution Control, Division are notified at the Emergency Nur.bers listed on the
" Emergency Call Diagram". In the event an individual in one step cannot reach an individual in the next step, an individual in a successive step will be notified immediately of the spill. In the event an~ individual in one step cannot reach any individual in any of the succes,sive steps, the individual will contact the EPA and the colorado Department of Health, Wate: Pollution Control Division.
