1 Gentlemen:

This L., is being submitted in accordance with the Limerick Generating Station (LGS), Units 1 and 2, Environmental Protection Plan (EPP) Section 3.2, which stipulates that the NRC shall be notified within 30 days following the date of approval of a change to the National Pollutant Discharge Elimination System (NPDES) permit.

By letter dated January 7,1998, the Pennsylvania Department of Environmental Protection (PA DEP) approveri PECO Energy Company's request to revise LGS NPDES Permit No. PA0051926 to parmit the use of chemical additive WCT FERROQUEST LP7200 (formerly known as Betz Deposi-Trol 855D) to support the cleaning of equipment in the secondary cooling water systems at LGS, Units 1 and 2. This product (Betz Depost-Trol 855D) was originally approved for use at LGS in limited applications by the PA DEP in 1996. However, PECO Energy is extencing the use of this product to other plant equipment. A copy of the PA DEP letter approving this change to the LGS NPDES permit is attached. The NRC was previously notified of our request to :evise the NPDES permit to use WCT FERROQUEST LP7200 (Betz Deposi-Trol 855D) by letter dated December 10,1997, if you have any questions or require additiv,1al information, plea 1e do not hesitate to contact us.

Dear Mr. Matty:

This is in response to your December 10,1997 letter requesting an amendment to your May 8,1996 chemical additive approval. The amendment is for approval to use the chemical additive WCT FERROQUEST LP7200 (formerly known as Betz Deposi-Trol b55D) for cleaning additional i

equipment at the Limerick Generating Station. The cleaning wastewater will discharge to the cooling f

tower blowdown line (Outfall 001) or the emergency spray pond. The point of discharge depends on the location of the equipment being cleaned.

We have completed our review and hereby approve your request subject to the following conditions:

Discharges containing chemical additives to control carrosion, sealing, algae, slime, fouling, oxygen, etc., shall be managed by the permittee to ensure that toxic effects in the receiving stream are prevented. Usage rates shall be limited to the minimum amoun:

Accurate records of usage (name of additive, quantity added, date added) of the approved chemical additive and blow down discharge volumes must be maintained and kept onsite by the permittee.

Samples shall be collected at the location where the cleaning wastewater is being discharged. The wastewater shall be analyzed daily for total fron and dissolved iron. The concentrations for these metals shall not exceed 1.5 mg/l and 0.3 mg/l respectively.

The product will be included in your NPDES Permit during the next permit renewal or modification.
