Dear Mr. Wilgus:
We have reviewed the Florida Power Corporation (FPC) letter dated February 26, 1985 discussing the requirement set forth in 10 CFR 20.203(f) regarding labeling of radioactive material for Crystal River Nuclear Plant, Unit 3.
FPC stated that it was its understanding that radioactive materials in a
" Radiation Controlled Area" (RCA) do not need to be labeled because the area is only accessible to individuals qualified to handle or work in the vicini_ty of radioactive materials and because RCA's are attended. The letter indicated
-;that FPC therefore believes it is in compliance with the requirements referenced in 10 CFR 20.203(f)('3)(iv) which permits relief from labeling.
We disagree with the FPC interpretation of 10 CFR 20.203(f).
Should you wish to pursue this issue further, you should request an exemption from 10 CFR 20.203.
