' 7590 01.P UNITED STATE 8 NUCLEAR REGul.ATORY COMMISSION f COMMONWEALTH EDISON QOMPANY DOCKET NOS. STN 50454 AND STN 50-456 j NOTICE OF WITHDRAWAL OF APPLICATION FOR j AMENDMENT TO FACipTY OPERATING LICENSES The U.S. Nuclear Regulatory Commission (the Commission) has granted the request of t

Commonwealth Edison Company (the licensee) to withdrew its January 31,1997, applicat!en for

^

proposed amendments to Facility operating License Nos. NPF 37 and NPF46, for Byron Station, Units 1 and 2, located in Ogle County, Illinois.  ;

The proposed amendment would have modified the facility technical specifications (TS) to reduce the Byron, Unit 1, limiting T8 value for the primary coolant dose equivalent lod 6ne 131 l (DEI) concentration from 0.35 to 0.20 microcuries pr gram. The intent of this proposed TS i revision was to limit the offsite dose at the exclusion area boundary to a small traction of the f

radiation exposure guidelines in 10 CFR Part 100. In the interim, Comed performed an operability assessment and administratively reduced the Byron, Unit 1. del to 0.20 microcuries per gram. On November 7,1997, Comed started its Byron, Unit 1, fall 1997 refueling outage during which the steam generators (80) are being replaced. The replacement so begin installed ,

at Byron, Unit 1, will not have the relatively large end of cycle SG tube leakage attributed to the i

original 80. Accordingly, the license amendms.a requests submittee on January 31,1997, was .

- no longer needed,

The Commishion had previously issued a Notice of Consideration of lasuance of

-_ Amendment published in the FEDERAL REGISTER on March 12,1997, (62 FR 11489).

i However, by letter dated November 11,1997, the licensee withdrew the proposed change.
