SUBJECT: NRC INSPECTION REPORT 50 483/9717 AfvD NOTICE OF VIOLATION
Dear Mr. Randolph:
An NRC inspection was conducted September 14 through October 25,1997, at your
.Callaway Plant reactor facility. The enclosed report presents the scope and results of that
inspection.

During the 6 week po lod covered by this inspection, your conduct of activities at the
Callaway Plant was generally characterized by safety conscious operations, sound
engineering and maintenance practices, and careful radiological controls. However, one
cited violation of NRC requirements was identified. The violation involved the failure to
follow a slave relay test procedure.
The violation is cited in the enclosed Nctice of Violation (Notice) and the circumstances
surrounding this violation are described in detailin the enclosed report. The NRC has
concluded that information regarding the reason for the violation, the corrective actions
taken, and the actions planned to correct the violation and prevent recurrence is already
adequately addressed on the docket in the enclosed inspection report. Therefore, you are
not required to respond to this letter unless the description therein does not accurately
reflect your corrective actions or your position. In that case, or if you choose to provide
additional information, you should follow the instructions specified in the enclosed Notice.
Also, during this inspection period, site staff discovered that contacts in an emergency
,
diese! generator bypass protection relay were not being tested as required by Technical Specification 4.8.1.1.2.g 5.
Although subsequent testing demonstrated that the contacts
would operate satisf actorily, literal compliance with the Technical Specifications may have
required that the testing be performed during shutdown conditions. Since this testing was
performed with the reactor at power, there is a potential that you violated your Technical
Specification requirements. You are requested to include your position on this issue with
your resporose to Unresolved item 50-473/9715 01.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter,
its enclosures, and your response will be placed in the NRC Public Document Room. To
the extent possible, your response should not include any personal ps;vacy, proprietary, or
safeguards information so that it can be placed in the Public Document Room without
redaction.
