Gentlemen:

Thank you for your letter of April 18, 1986, in response to our letter

and the attached Notice of Violation dated March 20, 1986. As a result

of our review, we find that additional information, as discussed with your

Mr. Steve Willrett (during a telephone call on May 5,1986)

is needed.

During an inspection conducted by Mr. A. B. Earnest on February 18-21, 1986,

another lock and key control violation was assessed for the same type of

problem discovered in Report Number 85-28.

Mr. Ea nest discovered multiple

examples of lack of positive control of vital area and protected area security

keys. He discovered that the lock and key control practices of Fort Calhoun

would continue to indicate a lack of positive key control due to the

decentralized nature of your system with a lack of a central issue point for

keys, inadequate inventory procedures, lack of a key and lock register, and the

passing of keys shift to shift.

During the above referenced telephone call, Mr. Willrett indicated the lock

and key control system procedures would undergo a revision in the near future

to bring it into compliance.

Your reply to the violation contained no specific measures to correct the

deficiencies other than a statement confirming the same procedures that

produced the previous violation.

Please provide the supplemental information within 45 days of the

date of this letter.
