CATEGORICAL EXCLUSION FOR AMEN 0 MENT APPLICATION j DATED MAY 16, 1986 AND SUPPLEMENT DATED MAY 23, 1986 1

I By letter dated May 16, 1986, and supplement dated May 23, 1986, the Texas Utilities Generating Company, on behalf of itself and its partners, requested i a license amendment to increase the possession limits of U-235 in the form of i

five excore neutron detector assemblies. The total quantity of U-235, enriched to 93.5 percent in the U-235 isotope, will be a maximum of 40 grams.

r i The excore neutron detectors will be used for post-accident neutron flux l monitoring. Two of these detectors will be installed in Unit 1, when

! required for operational testing prior to fuel load, but will not be. released l for installation until suitable physical security arrangements have been

approved. The remaining detectors will stay in storage as spares for Unit 1.

j Radiation protection activities are conducted in accordance with the CPSES ,

i general Health Physics Plan. The excore neutron detectors are sealed sources

and therefore, will not compromise public health and safety or the environment.

i Accordingly, the staff has concluded that the following conditions have been i met:

i 1. There is no significant change in the type of significant increase in

the amount of any effluents that may be released offsite,
2. There is no significant increase in the individual or cumulative  ;

j occupational radiation exposure, l

i 3. There is no significant construction impact, and t

! 4. There is no significant increase in the potential for or consequences

j. from radiological accidents.

Therefore,inaccordancewith10CFR51.22(c)(11),neitheranEnvironmental [

! Assessment nor an Environmental Impact Statement is warranted for this proposed '

action.
