Radiation Protection Computer Services 1.0 PURPOSE The purpose of this Special Order is to provide interim instructions for Special Nuclear Material (5hM) control anO accouncaoliity or rne CAMMA-METRICS excore detector fission chambers, until permanent SNM procedures are revised. This Special order is intended to be used in conjunction with the CPSES SNM Accountability Plan and implementing procedures (reference 4.2, 4.3, 4.4 and 4.5).
This Special Order will remain in effect until the current SNM license and program is emended to allow for the proper control and accountability of this SNM.
2.0 RESPONSIBILITIES Responsibilities for SNM Accountability and Control will be consistent with the CPSES SNM Accountability Plan. This includes responsibility i
assignments, qualification of personnel and records.
l 3.0 INSTRUCTIONS 3.1 Receipt 3.1.1 Upon issuance of this Special Order, the Results Engineer shall have an inspection of the SNM performed in accordance with Attachment 1.

3.1.2 Upon completion of the inspection, the Results Engineer shall ensure that the DOE /NRC-741 Form is completed in accordance with NUREG/BR-0006, Revision 2.
3.1.3 The custodian for ICA-1 shall then complete a SNM Unit Status Form, Form SNM-201-1 for each detector per the following:
3.1.3.1 Enter the detector serial number as the "SNM Unit Identification".
3.1.3.2 Enter N/A for " Fuel Assembly ANSI Number".
3.1.3.3 Enter the CPSES Unit in which the SNM will be utilized on the appropriate line if known, otherwise leave blank until time of use when the unit is known.
3.1.3.4 Enter the date on which the unit of SNM was transferred.
3.1.3.5 Enter the number of the ICA into which the unit of SNM was transferred. Enter N/A if the item was moved outside of the confines of all ICA's.
3.1.3.6 Enter the location of the unit of SNM within the ICA. Enter a descriptive location if the material is outside the confines of all ICAs.
3.1.3.7 Enter the transfer log number of the CPSES ICA Transfer Form, or the transaction number of the DOE /NRC Form 741, by which the unit of SNM was transferred.
3.1.3.8 Enter the line number of the CPSES ICA Transfer Form, or the DOE /NRC Form 741, on which the unit of SNM was transferred.
3.1.3.9 Enter the total weight, in grams, of uranium contained in the unit of SNM.
3.1.3.10 Enter the isotopic weight, in grams, of U-235 contained in the unit of SNM.
3.1.3.11 Enter "0" under "Pu Total", "Pu-239", and "Pu-241".
3.1.3.12 Initial the appropriate line.

3.2 Transfer 3.2.1 Prior to transfer of the detectors, the ICA-1 custodian shall complete a form SNM-101-2 in accordance with the following instructions and forward the form to the Results Engineer.
3.2.1.1 Obtain the transfer log number from the Transfer Form Log in the CPSES SNM Transfer Logbook in Results Engineering, and enter in the appropriate space.
3.2.1.2 Enter a description of the material in the appropriate space.
3.2.1.3 Enter the location (ICA and location) the material is being transferred from. If.the material is outside the confines of all ICA's, enter a descriptive location.
3.2.1.4 Enter the location (ICA and location) the material is being transferred to.
3.2.2 The Results Engineer shall then forward the Form SNM-101-2 to the Operations Shift Supervisor for approval.
3.2.3 The Results Engineer shall then enter the time period for which the Transfer Form is valid.
3.2.4 The Results Engineer shall then have the transfer performed by the ICA custodian, who shall initial and date as appropriate upon completion of the transfer.
3.2.5 The ICA custodian who performed the transfer shall then return the completed form to the Results Engineer.
3.2.6 The Results Engineer shall then assign an ICA custodian to independently verify the transfer was executed.
3.2.7 The ICA custodians of the affected ICA's shall then update the Unit Status Form. Form SNM-101-1, per steps 2.1.3.4 through 2.1.3.12.
3.2.8 The completed Form, SNM-101-2, shall then be returned to the Results Engineer for review.
3.2.C The completed Form shall be filed in the Special Nuclear Material Accountability Files.

i 3.3 Storage Temporary storage of the detectors, in the warehouse is acceptable provided the following restrictions are adhered to 1
(Use of temporary storage should be held to as short of time period as practical.):
1)
The detectors are in a locked, secure area.
2)
An armed security officer maintains continuous surveillance of the detectors.
3)
Access to the detectors is controlled, j

The long term storage of the excore detector fission chambers I
shall be stored as follows (these storage restrictions will be revised as applicable as a result of the SNM license amendment):
1)
The detectors will be kept, in the fuel building, in the New Fuel Receiving Area.
2)
The detectors shall be retained inside the shipping crates, with exterior labeling present as to identify the contents.
3)
The security restrictions in place for the new fuel vill be maintained and will apply for security of the detectors with the exception that the controlled access area shown in shall be implemented while the detectors are stored in the fuel building.
4)
The detectors shall not be moved without, performing the requirements of section 2.2, and plant management evaluating the security requirements of the proposed location, if outside the fuel building.
5)
The detectors shall not be moved until the SNM license amendment has been approved to allow detector installation.
