, OVALITY ASSURANCE PROGRAM DESCRIPTION CHANGE NUCLEAR REVIEW BOARD MEETING FRE0VENCY PECO ENERGY COMPANY PEACH EDTTOM ATOMIC POWER STATION. UNIT NOS. 2 AND 3 DOCKET NOS. 50.-277 AND 50-178

1.0 INTRODUCTION

By letter dated August 27, 1997, PECO Energy Company (PECO Energy, the licensee) transmitted a proposed cnange to Revision 14 of the Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3, Quality Assurance Program Description (QAPD) in accordance with 50.54(a)(3). The staff has reviewed the submittal in accordance with 50.54(a), and has determined that the change to the QA.") is acceptable. We find that the quality assurance arogram continues to meet the requirements of Appendix B to 10 CFR Part 50. T1e change also meets the intent of ANSI N18.7-1976, " Administrative Controls and Quality Assurance for the Operational Phase of Nuclear Power Plants," Section 4.3.2.2,

"[ Independent Review Bodies) Meeting Frequency," endorsed by Regulatory Guide (RG) 1.33, " Quality Assurance Program Requirements (Operation)," Revision 2.

Turthermore, the change meets the additional requirements of 50.34(b)(6)(ii) by discussing how the applicable requirements of Appendix B will be satisfied.

This safety evaluation contains a brief description of the staff's analysis of the identified change to previously approved provisions for the Nuclear Review Board (NRB) meeting frequency.

2.0 EVALUATION OF PROPOSED NUCLEAR REVIEW BOARD HEETING FRE0VENCY The licensee is presently committed in its QAPD to Section 4.3.2.2,

• Meeting frequency," of ANSI N18.7-1976 as endorsed by RG 1.33, for its NRB meeting frequency. This section indicates the following:

Formal meetings of personnel assigned to a standing committee I functioning as an independent review group shall be scheduled as l~ needed. During the period of initial operation such meetings should be held at no less than once per calendar quarter.

Subsequently, the meeting frequency shall not be less than twice a year.

.- October 24, 1997 Section 17.2.1.2.5.8 of the Peach B, tom QAPD states, in part, that the NRB shall meet at least once every calen .r quarter or more often as determined by the chairman. As described in their August 27, 1997, submittal, the licensee has proposed the following change to the first sentence af Section 17.2.1.2.5.8 of its present QAPD:

The NRB shall meet at least once per six months or more often as determined by the chairman.

The staff considers the proposed change in the meeting frequency to be acceptable based on the following:

The new QAPD provisions for the NRB to meet at least once every 6 months meets the intent of Section 4.3.2.2 of ANSI N18.7-1976.

The revised QAPD provisions for the NHB to meet at least once every 6 months has been previously approved by the staff for PECO Energy's Limerick Generating Station.

3.0 CONCLUSION

The staff has determined that the proposed change to the provisions identified in Revision 14 of the PBAPS's QAPD related to the NRB meeting frequency represent an acceptable change which continues to meet the requirements of Appendix B to 10 CFR Part 50 and the intent of the provisions of ANSI N18.7-1976 as endorsed by RG 1.33.
