QUAll1Y ASSURANCE PROGRAM DESCRIPTION CHANGE - NUCLEAR REVIEW BOARD MEETING FREQUENCY, PEACH BOTTOM ATOMIC POWER STATION, UNIT NOS 2 AND 3 (TACS N05. M99616 AND M99617)

Dear Mr. Hunger:

Your August 27, 1997, letter requested NRC approval of a proposed change to Revision 14 of the Peach Bottom Atomic Power Station Quality Assurance Program Description (QAPD) in accordance with 50.54(a)(3).

You proposed changing previously approved QAPD provisions regarding the Nuclear Review Board meeting frequency.

If there are changes to other previously agreed to and docketed commitments outside the QAPD, PECO Energy Com)any (PECO Energy) is obligated to revise those commitments in accordance wit 1 the governing change control process, and notify the NRC as appropriate.

We have reviewed your submittal in accordance with 50.54(a), and have determined that t h proposed QAPD change is acceptable in that the QAPD continues to meet the requirements of Appendix B to 10 CFR Part 50.

The change also meets the intent of ANSI N18.7-1976, " Administrative Controls and Quality Assurance for the Operstional Phase of Nuclear Power Plants," Section 4.3.2.2, "[ Independent Review Bodies] Meeting Frequency," endorsed by Regulatory Guide 1.33, " Quality Assurance Program Requirements (Operation),"

Revision 2.

The enclosed safety evaluation contains our evaluation of your proposed change.

The effectiveness of PECO Energy's QAPD implementation will continue to be the subject of routine NRC inspections.
