This refers to the special safeguards inspection conducted by Mr. G. C. Smith
of this office on March 17-21, 1986, at Pilgrim Nuclear Power Station, Plymouth,
Massachusetts, of activities authorized by NRC License No. DPR-35 and to the
discussions of our findings held by Mr. Smith with Mr. A. L. Oxsen at the
conclusion of the inspection.

Areas examined during this inspection are described'in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and representative
records, interviews with personnel, and observations by the inspector.
Based upon the results of this inspection, we continue to have significant
concerns regarding the implementation of your physical security program.
Enclosure 1 to this letter provides a summary of those concerns. I
discussed these concerns with Mr. Oxsen on May 19, 1986 and requested to meet
with you on June 12, 1986 at the NRC Region I office in King of Prussia,
Pennsylvania to discuss your assessments, plans and actions taken on these
matters. I understand that the date and place for the meeting are agreeable to
you.

The enclosures to this letter contain Safeguards Information (SGI) as described
in 10 CFR 73.21. That information is exempt from public disclosure; therefore,
the enclosures (1 and 2), except for the inspection report cover sheet, will
