SUBJECT: NRC INSPECTION REPORT 50-213/97-10

- Dear Mr. Davis:

This refers to the safety inspection conducted by Messrs. R. L. Nimitz and W. R. Raymond

of this office during the period October 8 -November 28,1997, at the Connecticut Yankee

Atomic Power Station, Hadoam, Connecticut. The enclosed report presents the findings of

this inspection. The findings were discussed by Mr. Nimitz with Mr. Mellor of your staff or

others licensee representatives on October 10,17, October 31, and November 28,1997.

In addition, a management meeting wcs held at the Connecticut Yank < 3 3tation on

October 31,1997, to discuss your overall radiological controls prograrr. L.iprovement

efforts. The October 31,1997, management meeting was open to the public and

members of the public were in attendance.

Areas reviewed during the inspection were important to safety and are discussed in the

enclosed NRC Inspection report. The areas included the applied radiological controls

program, including external and internal exposure controls; the contamination control

program; the NRC Bulletin 80-10 system monitoring program; and actions on commitments

to the NRC relative to NRC Confirmatory Action Letter (CAL) No. 1 97-082, dated

March 4,1997. The inspectors also performed independent evaluation and observations of

work planning and performance associated with removal of a section of reactor coolant

letdown piping on November 22 and 23,1997. In addition, the inspectors observed and

participated, with State of Connecticut representatives, in offsite surveys conducted to

locate potentially contaminated material removed from the Connecticut Yankee Station.

The inspection included review of licensee p; vided documents at the NRC Region I office.

The inspection of the removal of the letdown piping indicated very good overall radiological

controls were provided for this activity, indicating significant improvement in licensee

capabilities to support and manage work activities with increased radiological risk.

Supervisor and management oversight of this activity was good. The inspection of the

implementation of the Radiation Protection improvement Plan indicated that the

improvements outlined it: Phase I of the plan were completed. NRC independent reviews

indicate good efforts were underway to locate and evaluate potential offsite contamination

radioactive contamination, that would pose an immediate health and safety concern to the

public, was identified. However, an unresolved item was identified associated with the

release of contamination to an unrestricted area. Good efforts were underway to review,

evaluate, and implement, enhanced sampling and monitoring of systems as outlined in NRC

Bulletin 8010.

The NRC has completed its evaluation of the occupational exposures for the two workers

involved in the November 2,1996, fuel transfer canal airborne radioactivity event

(Reference NRC Inspection Report No. 50 213/96-12). The NRC contractor's (ORISE)

exposure evaluation report will be provided to you under separate cover and subsequently

placed in the Public Document Room. No occupational exposures of workers in excess of

regulatory requirements were identified. However, in light of differences in final doses

estimates, attributable to various assumptions made, you are requested to review this

document and provide, within 60 days of receipt of the NRC's ORISE report, your

estimated final dose of record for the two workers, including the basis for your

determination,

in accordance with 10 CFR 2.700 of the NRC's " Rules of Practice," a copy of this letter

and its enclosure will be placed in the NRC Public Document Room (PDR).
