On November 29. 1997, the NRC comple h d~an inspection at your. Crystal River 3
.

reactor. facility. The enclosed report presents the results of that
- inspection.
,
'During the 5-week period covered by this inspection period. your conduct of
activities.at'your Crystal River facility was generally characterized as
adequate. We are concerned, however, about two. violations of NRC requirements
-
' that were identified.
In the area of Engineering. one violation was
identified for failure to perform an adequate safety evaluation for the
functional test procedures for the emergency diesel generator power upgrade-
and radiator replacement modifications. A second Engineering violation was
- 1dentified for inadequa_te design control related to thermal relief valves on
'
>various heat exchangers.
--These violations are cited in the enclosed Notice of Violation, and the
circumstances surrounding the violations are described in detail in the
enclosed report.
Please note that you are required to respond to this letter
and should follow the instructions specified in the enclosed Notice when
preparing your response.
The NRC will use-your response, in part, to
,
determine whether further enforcement action is necessary to ensure compliance-
with regulatory requirements.
'The ' enclosed Inspectiori Report also identifies an activity that violated NRC
requirements thatLwill not be subject to enforcement action because the=
~
licensee's efforts in-identifying and correcting the violation met the
(criteria'specified in Section VII.B. of the Enforcement Policy. Therefore, no
(response:with respect-to this matter is required.
