NRC INTEGRATED INSPECTION REPORT NOS. 50-424/97-11 AND
50-425/97-11 AND NOTICE OF VIOLATION
Ocar Mr. McCoy:
On December 13, 1997, the NRC completed an inspection at your Vogtle Units 1
und 2 reactor facilities.
The enclosed report presents the results of that
inspection.
During the 6 week period, your conduct of activities at the Vogtle facility
was generally characterized by safety-conscious operations, sound engineering
and maintenance practices, and appropriate radiological work controls.
-
However, one violation was identified regarding inadequate testing of the
reactor trip and bypass breakers. As a result of our review of an unresolved
item, it was determined that two technical specification surveillance
recuirements are not fully addressed by your existing procedures.
In
adcition. a deviation was identified for a missed technical requirements
manual surveillance on reactor coolant pump control power circuit breakers.
' This violation is cited in the enclosed Notice of Violation (Notice).. and the
circumstances surround'ng the violation are described in detail in the
enclosed report.
Please note that you are required to respond to this letter
and should follow the instructions specified in the enclosed Notict nhen
preparing your response.
The NRC will use your response, in part, to
determine whether further enforcement action is necessary to easure compliance
with regulatory requirements,
