ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket Nos. 50-424 & 50-525 Vogtle 1 & 2 License Nos. CPPR-108 & CPPR-109 The following violation was identified during an inspection conducted on March 17-21, 1986. The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

Criterion V of Appendix B to 10 CFR Part 50, as implemented by FSAR Chapter 17, section 17.1.5 states: " Activities affecting quality shall be accomplished in accordance with instructions, procedures, or drawings..."

The following procedural requirements apply to the Vogtle Plant pipe supports and components material traceability and markings:

1. Pullman Power Products Site Instruction SI-64, Section 5.1, requires that small component parts be marked per Section 6.1, which gives the markings required.
2. Pullman Power Products procedure VIII-1, Section 5.2, states the requirements and parameters for identifying hardened washers.
3. Pullman Power Products procedure VIII-1 Section 5.1 states the markings of components shall be verified during receipt inspection.

Contrary to the above, procedures for the marking and verification of small component parts for mechanical snubbers have not been met in that,

1) Small components for mechanical snubbers, were identified in the main warehouse, Pre-op test area, and the Pre-Fab shop areas, as not having any identification to ascertain proper traceability of the parts.
2) Hardened washers in the Pre-Fab shop area were identified as not conforming to the parameters stated in the procedures for identification of hardened washers.

This is a Severity Level IV violation (Supplement II.1)

Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violation; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.
