SAFETY EVALUATION REPORT: APPLICATION DATED SEPTEMBER 4, 1997, ORGANIZATIONAL CHANGES BACKGRJ MQ By application dated Seatember 4, 1997, Pennsylvania State University (PSU) requested amendment of _icense SNM-95 to make organizational changes.

DISCUSS 10h Due to the retirement of the present radiation safety officer PSU has named Mr. Eric J. Boeldt as the Manager of Radiation Protection. Mr. Boeldt received an M.S. degree ia medical physics (health physics option) from the University of Wisconsin in 1985, is certified in Health Physics by the American Board of Health Fnysics since 1988, and has served as the Associate Health Physicist at PSU since 1987. Prior to assuming his duties at PSU, Mr. Boeldt served as the Associate Health Physicist at the Un;versity of Wisconsin from 1981 to 1987. as Staff Scientist for the Wisconsi,i Radiation Protection Council from 1979 to 1981, and as a Nuclear Test supervisor at General Dynamics. Electric Boat Division. Groton. CT from 1975 to 1979.

Mr. Boeldt will report to the Vice President for Finance and Business / Treasure through the Director cf Environmental Health and Safety arvi the Assista it Vice President for Safety and Environmental Services. No char;,es will be maJe to the radiation safety program. The present staff of the Health Physics O'fice will remain in the same location and perform the same radiation safety functions.

Due to the retirement of Dr. David A. Shirley, Dr. Rodney A. Erickson, Vice President for Research and Dean of the Graduate School, has assumed Dr. Shirley's duties of PSU's responsibility for the NRC licenses.

ENVIRONMENTAL REVIEW These chan9es are considered administrative in natu e. The staff has determined that the proposed changes will not adversely affect the public health and safety or the environment. -Accordingly, the staff has determined that the criteria in 10 CFR 51.22(c)(11) for categorically excluding an action from an environmental review has been met and neither an environmental assessment nor an environmental impact statement is warranted for this action.
