Technical Specification 3/4.7.5, Snubbers Gentlemen:

Nine Mile Point Unit 2 (NMP2) Technical Specification (TS) Surveillance Requirement 4.7.5.e, Functional Tests, requires that each type of snubber be tested every 18 months using one of the sample plans described in the TSs. The sample plan is required to be selected before the test period and cannot be changed during the test period. Also, TS 4.7.5.e requires that the NRC Regional Administrator be notified in writing of the sample plan selected before the test period or that the sample plan used in the previous test period be implemented. The purpose of this letter is to infonn you of the sample plan selected for use during NMP2's refueling outage RFO6 scheduled to begin in May 1998.

As discussed in our letter dated August 23,1996, our previous sample plan (i.e., our sample plan for RFO5) was based on a snubber populatian made up entirely of mechanical srMbers.

The "37 Plan" per TS 4.7.5.e.2 was selected resulting in functional testing of 37 snubbers.

During RTO5, all 21 of the mechanical snubbers on the Reactor Recirculation System were replaced with hydraulic snubbers.

4 Page 2, During refueling outage RFO6, the remaining mechanical snubbcrs will continue to be functionally tested using the "37 Plan" per TS 4.7.5.e.2. The Reactor Recirculation System hydraulic snubbers will be tested using the "10% Plan" per TS 4.7.5.e.l.
