EDG STEADY STATE FREQUENCY REQUIREMENTS I

In letters dated July 28,1998 and October 16,1998 (Serial Nos.98-435 and 98-435A, respectively), Virginia Electric and Power Company requested amendments, in the form of changes to the Technical Specifications and to Facility Operating License Numbers NPF-4 and NPF-7 for North Anna Power Station Units 1 and 2, respectively. These changes, associated with the operation of the Emergency Diesel Generators, were approved by the NRC on December 10,1998, in amendments 216 and 197 for Units 1 and 2, respectively.

Prior to completion of NRC review of the proposed changes, license amendments (Nos.

214 and 195 for Units 1 and 2, respectively) were issued by the NRC, which affected common Technical Specifications pages. Therefore, our October 16, 1998 letter included revised pages to incorporate the proposed changes onto the common pages from the recent amendments. . .owever, the associated Bases changes were l inadvertently omitted from our October 16,1998 submittal, and thus not incorporated

! into amendments 216 and 197 when issued by the NRC. Therefore, the associated Bases changes are being provided for your information and will be incorporated into the l

Technical Specifications during the implementation of amendments 216 and 197.

l l The Technical Specifications Bases changes have previously been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Management Safety Review Committee. It has been determined that these changes 7

are administrative in nature and do not'. involve an unreviewed safety question as i -

defined in 10 CFR 50.59. The Technical Specifications Bases changes are provided in the attachment to this letter.
