Subject: NRC Inspection of Rancho Seco
This refers to the special inspection conducted by Mr. W. G. Albert and other
members of this office on February 21 to April 11, 1986 of activities
authorized by NRC License No. DPR-54, and to the discussion of our findings
held by Mr. Albert with Mr. S. Redeker and other members of your staff at the
conclusion of the inspection.
Areas examined during this inspection are described in the enclosed inspection
report. Within these areas, the inspection consisted of selective
examinations of procedures and representative records, interviews with
personnel, and observations by the inspector. In particular, the inspection
focused on two issues: 1) the enforcement actions resulting from the December
26, 1985 overcooling transient (this event was examined by the NRC's Incident
Investigation Team and reported in NUREG-1195); and 2) your activities
relating to the preparation of Rancho Seco for restart following the December
26, 1985 transient. This is an interim report on restart inspection
activities.
Within these areas, the inspection consisted of selective examinations of
procedures and representative records, interviews with personnel, and
observations by the inspectors.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure
will be placed in the NRC Public Document Room.
