Dear-Mr. Leonard:

The enclosed order responds to the application of September 8,1997, as modified and supplemented by letters of October 8 and November 7, 1997, from Long Island Lighting Company (LILCO) through counsel. These submittals request approval, pursuant to Section 50.80 of Title 10 of the Code of Federal Regulations (10 CFR 50.80), of the proposed indirect transfer of facility Operating License No. NPF-69, to the extent held by LILCO, to Long Island-Power Authority (LIPA). The proposed indirect transfer would result from LIPA's planned. acquisition of LILCO. The staff's safety evaluation in support of the order is also enclosed.
