Gentlemen:

SUBJECT: REPORT N0. 50-302/85-41

Thank you for your response of December 20, 1985, to our Notice of Violation

issued on November 21, 1985, concerning activities conducted at your Crystal

River facility under NRC License No. OPR-72.

We have evaluated your response

with regard to violations 85-41-01 and 85-41-02, and found that it meets the

rec,uirements of 10 CFR 2.201.

We will examine the implementation of your

ccrrective actions during future inspections.

With regard to violation 85-41-03, we find that the action you have taken to

prevent recurrence is not adequate since it involved only counseling of the

individual, and did not address correction of what appears to be a programmatic

deficiency.

At 1:30 p.m., on December 30, 1985, the NRC resident inspector

discovered an individual in the hot machine shop who Fad violated the clothing

requirements of the radiological work permit.

This new violation is similar to

the event that resulted in violation 85-41-03.

Therefore, in your supple-

mental response you should address the root cause of both events in order to

assure that you have taken adequate corrective action.
